RS H.B. 2180 75(R) BILL ANALYSIS INSURANCE H.B. 2180 By: Averitt 4-11-97 Committee Report (Unamended) BACKGROUND In the 73rd Legislature, legislation passed which established the Mandated Benefits Review Panel. The Panel was created to serve as a mechanism to ensure review of any proposed legislation that contains mandated health benefits. PURPOSE As introduced, the purpose of this bill is to delete Section 21.52D of the Texas Insurance Code. This deletion would abolish the Mandated Benefits Review Panel RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1. - Repeals Section 21.52D, Texas Insurance Code SECTION 2. - Provides that the panel be abolished on the effective date of this bill.
