SRC-JRN H.B. 2198 75(R) BILL ANALYSIS Senate Research Center H.B. 2198 By: Wise (Lucio) Finance 5-17-97 Engrossed DIGEST Currently, the Texas Commission on Alcohol and Drug Abuse (TCADA) is the state agency responsible for drug abuse prevention and rehabilitation programs. TCADA distributes funds to nonprofit organizations throughout the state that provide drug abuse and prevention services. This bill authorizes the Texas Department of Transportation to issue specialized TCADA license plates which will benefit drug-abuse prevention programs provided by nonprofit organizations that primarily serve children. PURPOSE As proposed, H.B. 2198 authorizes the Texas Department of Transportation to issue specialized Texas Commission on Alcohol and Drug Abuse license plates which will benefit drug-abuse prevention programs provided by nonprofit organizations that primarily serve children. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 502F, Transportation Code, by adding Section 502.293, as follows: Sec. 502.293. TEXAS COMMISSION ON ALCOHOL AND DRUG ABUSE LICENSE PLATES. Requires the Texas Department of Transportation (department) to issue specially designed Texas Commission on Alcohol and Drug Abuse license plates for passenger cars and light trucks. Requires the department to design the license plates in consultation with the Boy Scouts of America. Requires the department to issue license plates under this section to certain persons. Requires the department to deposit $20 of collected fees to the credit of the general revenue fund and $10 to the credit of the state highway fund. Sets forth provisions relating to programs to which money deposited to the credit of programs under Subsection (d). Requires the owner of the vehicle to return the special license plates to the department, if the owner decides to dispose of the vehicle during the registration year. SECTION 2. Effective date: September 1, 1997. SECTION 3. Emergency clause.
