BACKGROUND 

The Institute for Urban Studies at the University of Houston was created
by the Legislature in 1971, although it has not functioned in that
capacity for a number of years. The Center for Public Policy, however, has
functioned in a similar capacity for 15 years.  The Center essentially
functions as a forum for discussion and analysis of contemporary problems.
It allies with other institutes to pool resources (human and technical) to
study and solve regional problems and provide decision-makers with
objective analyses for addressing critical policy issues. 

PURPOSE

H.B. 2267 would change the statutory designation of the Institute for
Urban Studies to the Center for Public Policy. 

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any
additional rulemaking authority to a state officer, department, agency or
institution. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Subchapter D, Chapter 111, Education Code, by replacing
all references to the Institute for Urban Affairs Studies with the Center
for Public Policy.  Also corrects the references to the Texas Higher
Education Coordinating Board. 

SECTION 2. States that the name of the "University of Houston Institute
for Urban Studies" is changed to the "University of Houston Center for
Public Policy." 

SECTION 3. Effective date: September 1, 1997.

SECTION 4. Emergency clause.
