DIGEST 

Currently, the salary grievance committee is required to meet on the
second Monday in January. This bill allows the committee to meet anytime
in January.  

PURPOSE

As proposed, H.B. 2286 establishes procedures for the selection of public
members and the functions of a county salary grievance committee. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 152.014(a), Local Government Code, to allow the
salary grievance committee (committee) to meet anytime in January, rather
than on the second Monday in January.  

SECTION 2 Amends Section 152.015(a), Local Government Code, to make a
conforming change. 

SECTION 3. Amends Section 152.016(a), Local Government Code, to authorize
an elected county or precinct officer who is aggrieved by the setting of
the officer's salary or personal expenses to request a hearing before the
committee before the approval of the county's annual budget.   

SECTION 4. Emergency clause.
  Effective date:  90 days after adjournment.
