BWH H.B. 2286 75(R)BILL ANALYSIS COUNTY AFFAIRS H.B. 2286 By: Corte 4-2-97 Committee Report (Unamended) BACKGROUND Currently, the salary grievance committee is required to meet on the second Monday in January. PURPOSE This legislation would allow the salary grievance committee the flexibility to meet at any time in January, before the approval of the county's annual budget. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1. Section 152.014(a) , Local Government Code is amended to allow the salary grievance committee to meet anytime in January, as opposed to the second Monday in the month. SECTION 2. Section 152.015(a), Local Government Code is amended so that the members of the salary grievance committee can be selected in the month of January, as opposed to only on the second Monday of January. SECTION 3. Section 152.016(a), Local Government Code is amended so that a request for a hearing before the salary grievance committee must be done before the approval of the county's annual budget. SECTION 4. Emergency clause.
