DIGEST 

Currently, state property that is to be relinquished to another state
agency is to be held by the General Land Office and maintained by the
General Services Commission.  The state-owned building at 125 Lehman Drive
in Kerrville, Texas, is currently under the control of the Texas Railroad
Commission. This bill transfers control of the building from the Texas
Railroad Commission to the Upper Guadalupe River Authority. 

PURPOSE

As proposed, H.B. 2318 transfers control of the state-owned building at
125 Lehman Drive in Kerrville, from the Texas Railroad Commission to the
Upper Guadalupe River Authority. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Provides that charge and control of the state building and
grounds located at 125 Lehman Drive in Kerrville are transferred from the
Railraod Commission of Texas to the Upper Guadalupe River Authority.
Requires the Railroad Commission of Texas to transfer any records related
to the building and its grounds to the Upper Guadalupe River Authority. 

SECTION 2. Provides that nothing herein shall be construed as transferring
title to the state building nor the land belonging to the permanent school
fund to the Upper Guadalupe River Authority. 

SECTION 3. Effective date: September 1, 1997.

SECTION 4. Emergency clause.
