DIGEST 

Currently, the board of regents of the University of Texas System has
agreed to participate in a joint effort to build a special events center
on the University of Texas--Pan American campus.  The special events
center will be built to serve the needs of the community and the
university.  H.B. 2332 would allow the board of regents of the University
of Texas System to enter into a contract with any political subdivision
located in Hidalgo County to convey to the political subdivision real
property owned by the University of Texas Pan--American for the
construction of a special events center. 
 
PURPOSE

As proposed, H.B. 2332 outlines provisions regarding permitting the board
of regents of the University of Texas System to convey certain real
property owned by the University of Texas--Pan American to a political
subdivision located in Hidalgo County for the construction of a special
events center. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Authorizes the board of regents of the University of Texas
System (board of regents) to enter into a contract with any political
subdivision located in Hidalgo County to convey to the political
subdivision real property owned by the University of Texas--Pan American.
Sets forth requirements of the board of regents as a condition of the
contract entered into under this Act. Requires the board of regents to
grant easements to provide adequate ingress and egress by the public using
the special events center and related facilities.  Authorizes the contract
for conveyance to contain other consideration mutually agreeable to the
board of regents and the political subdivision. Provides that if the
special events center and related facilities are abandoned permanently,
title to the real property reverts to the board of regents. 

SECTION 2. Emergency clause.
  Effective date: upon passage.
