BACKGROUND 

The Board of Regents of the University of Texas System has agreed to
participate in a joint effort to build a special events center on the the
University of Texas-Pan American campus.  The special events center will
be built to serve the needs of the community and the University.  The
Board of Regents has already offered to make approximately 17 acres of
campus land available for construction of the center.  The University will
contract with a local political subdivision to construct and operate the
center.  This legislation is designed to authorize the property conveyance
and any joint-use contract agreed upon by the Board and the local
political subdivision. 

PURPOSE

HB 2332 will allow the Board of Regents of the University of Texas System
to enter into a contract with any political subdivision located in Hidalgo
County to convey to the political subdivision real property owned by the
The University of Texas-Pan American for the construction of a special
events center. 

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any
additional rulemaking authority to a state officer, department, agency or
institution. 

SECTION BY SECTION ANALYSIS

SECTION 1. (a) The Board of Regents of the University of Texas System
would be authorized to contract with any political subdivision located in
Hidalgo County to convey real property owned by the University of
Texas-Pan American, which is part of the University of Texas System.  
 
 (b) States that the Board of Regents of the University of Texas System
shall, by condition of contract, require the political subdivision to
construct a special events center and related facilities, including
parking areas and access roads; and contract with the political
subdivision for the joint use of the special events center and related
facilities by The University of Texas-Pan American and the political
subdivisions under terms that are and for consideration that is mutually
agreeable to the parties.  

 (c) The Board of Regents of The University of Texas System shall grant
easements to provide adequate ingress and egress by the public using the
special events center and related facilities.  

 (d) The contract for conveyance may contain other consideration that is
mutually agreeable to the Board of Regents of the University of Texas
System and the political subdivision. 

 (e) If the special events center and related facilities are abandoned
permanently, title to the real property reverts to the Board of Regents of
the University of Texas System. 

SECTION 2. Emergency Clause. Effective Date.
