BACKGROUND 

Each legislative session, various advisory committees, boards, councils,
and committees are created to perform specific purposes to make
recommendations or implement state policy.  Often, these entities continue
to exists long after their mission has been completed. 

PURPOSE

As proposed, C.S.H.B. 2380 would abolish the following advisory committees:
 -the Uniform Statewide Accounting Project;
 -the Boll Weevil Advisory Committee;
 -the Runnels County Water Authority;
 -the State Depository Board;
 -the Egg Marketing Advisory Board;
 -the Electronic Data Base Advisory Committee;
 -the Energy Advisory Committee;
 -the Rio Grande Valley Municipal Water Authority; and
 -the Rio Grande Valley Pollution Control Authority.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does expressly grant
additional rulemaking authority to the Comptroller of Public Accounts in
SECTION 4.03 (Sec. 404.013, Government Code), SECTION 4.08 (Sec. 404.024,
Government Code), and SECTION 4.20 (Sec. 154.051, Tax Code) of this Act. 

SECTION BY SECTION ANALYSIS

ARTICLE 1.  ABOLITION OF UNIFORM STATEWIDE ACCOUNTING PROJECT ADVISORY
COMMITTEE.  Abolishes the uniform statewide accounting project advisory
committee and deletes language creating the committee and other references
to the committee. 

ARTICLE 2.  ABOLITION OF BOLL WEEVIL ADVISORY COMMITTEE.  Abolishes the
boll weevil advisory committee and deletes language creating the
committee. 

ARTICLE 3.  ABOLITION OF RUNNELS COUNTY WATER AUTHORITY.  Abolishes the
Runnels County Water Authority and repeals language relating to the
authority. 

ARTICLE 4.  ABOLITION OF STATE DEPOSITORY BOARD.  Abolishes the State
Depository Board and transfers the powers, duties, rights and obligations
of the board to the comptroller.  Deletes reference to the board and makes
conforming changes. 

ARTICLE 5.  ABOLITION OF EGG MARKETING ADVISORY BOARD.  Abolishes the Egg
Marketing Advisory Board and repeals language relating to the board. 

ARTICLE 6.  ABOLITION OF ELECTRONIC DATA BASE ADVISORY COMMITTEE.
Abolishes the electronic data base advisory committee and deletes language
relating to the committee.   
 
ARTICLE 7. ABOLITION OF ENERGY ADVISORY COMMITTEE.  Abolishes the energy
advisory committee and repeals language relating to the committee. 

ARTICLE 8.  ABOLITION OF RIO GRANDE VALLEY MUNICIPAL WATER AUTHORITY.
Abolishes the Rio Grande Valley Municipal Water Authority and repeals
language relating to the authority. 

ARTICLE 9.  ABOLITION OF RIO GRANDE VALLEY POLLUTION CONTROL AUTHORITY.
Abolishes the Rio Grande Valley Pollution Control Authority and repeals
language relating to the authority. 

ARTICLE 10.  TRANSITION; EFFECTIVE DATE; EMERGENCY.  

SECTION  10.01.  Requires the General Services Commission to take custody
of the property and records of a state governmental entity abolished by
this Act unless the governor designates another appropriate state agency
to take custody of an entity's property and records. 

SECTION 10.02.  Effective date:  September 1, 1997.

SECTION 10.03.  Emergency clause.

COMPARISON OF ORIGINAL TO SUBSTITUTE

The substitute removes the abolition of the State Employee Charitable
Campaign Advisory Commission and the State Medical Education Board.  In
ARTICLES 8 and 9 the substitute adds language abolishing the Rio Grande
Valley Municipal Water Authority and the Rio Grande Valley Pollution
Control Authority.
