BWH H.B. 2492 75(R)BILL ANALYSIS COUNTY AFFAIRS H.B. 2492 By: McClendon 4-2-97 Committee Report (Unamended) BACKGROUND In most counties, the county auditor has authorization to approve all personnel forms, however, in counties with populations of 500,000 or more, the existence of a chief personnel officer, who routinely handles employee records, is a more appropriate county officer to create, approve, and implement personnel forms. This bill would provide the commissioners court (in a county that employs a chief personnel officer) with the authority to designate the chief personnel officer or the county auditor to approve personnel forms. PURPOSE The purpose of this bill is to provide the commissioners court (in a county that employs a chief personnel officer) with the authority to designate the chief personnel officer or the county auditor to approve personnel forms. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1. Section 151.903, Local Government Code, is amended by adding Subsection (f). Subsection (f) provides that in a county with a chief personnel officer, the commissioners court may designate the chief personnel officer or the county auditor to approve personnel forms. SECTION 2.
