SRC-TNM H.B. 2512 75(R) BILL ANALYSIS Senate Research Center H.B. 2512 By: Hunter (Shapiro) State Affairs 5-12-97 Engrossed DIGEST Currently, many academic and public libraries have support groups that exist to support programs and services of the library and to raise funds to enhance these programs and to increase their effectiveness. H.B. 2512 would allow the Texas State and Library Archives Commission to accept and use funds and services provided by nonprofit or volunteer organizations. PURPOSE As proposed, H.B. 2512 outlines provisions regarding the authority of the Texas State Library and Archives Commission to accept donations and services from certain sources. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 441.006(b), Government Code, to authorize the Texas State Library and Archives Commission (commission), among other actions, to receive a donation or gift of money, property, or services on any terms and conditions it considers proper and to participate in the establishment and operation of an affiliated nonprofit organization whose purpose is to raise funds for or provide services or other benefits to the commission. SECTION 2. Effective date: September 1, 1997. SECTION 3. Emergency clause.
