DIGEST 

Currently, motorcycles that were built after the late 1970s may  have
automatic headlights that turn on when the motorcycle is started.  In many
instances, accidents involving motorcycles occur because the driver of the
car did not see the motorcycle. This bill requires at least one headlamp
to be used while a motorcycle is being operated.    

PURPOSE

As proposed, H.B. 2522 sets forth a provision regarding the operation of a
motorcycles on a public street or highway. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 547.801, Transportation Code, by adding
Subsection (d), to prohibit a motorcycle from being operated at any time
unless at least one headlamp on the motorcycle is illuminated.   

SECTION 2. Effective date: September 1, 1997.

SECTION 3. Emergency clause.
