DIGEST 

Currently, the University of Texas-Pan American is bordered by
neighborhoods and empty tracts of land, and needs to acquire more land in
which to expand.  The Board of Regents for the University of Texas System
has developed a long-term campus extension plan which provides for the
university to acquire certain plots of land.  Under current law, the
university system must first request permission from the Texas Higher
Education Coordinating Board before making any purchase offers for land.
However, the university is often delayed in making offers, and the land is
oftentimes sold to other individuals or entities, or becomes subject to a
significant price increase.  H.B. 2564 authorizes the University of Texas
System to acquire by purchase, exchange, gift, or by other means certain
properties to be used for campus expansion and university purposes in the
University of Texas System. 

PURPOSE

As proposed, H.B. 2564 authorizes the Board of Regents of the University
of Texas System to acquire by purchase, exchange, gift, or otherwise
certain properties to be used for campus expansion and university purposes
in the University of Texas System. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Authorizes the Board of Regents of the University of Texas
System to acquire by purchase, exchange, gift, or otherwise, for campus
expansion and for other university purposes, all or any part of the land
described under this section.  Sets forth the boundaries of the land. 

SECTION 2. Emergency clause.
  Effective date:  upon passage.
