SLC H.B. 2564 75(R)BILL ANALYSIS LAND & RESOURCE MANAGEMENT H.B. 2564 By: Hinojosa 4-16-97 Committee Report (Unamended) BACKGROUND The University of Texas Pan American campus is bordered by neighborhoods and empty tracts of land. The Board of Regents for The University of Texas System has developed a long-term campus expansion plan which provides for the University to acquire certain plots of land. Under the current law, the University System must first request permission from the Board of Higher Education before making any purchase offers for land. Because the University is delayed in making and offering, the land is oftentimes sold to another or subject to a significant price increase. PURPOSE HB 2564 will allow the Board of Regents for The University of Texas System to acquire certain properties for campus expansion. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1. Allows the Board of Regents for The University of Texas System are authorized to acquire by purchase, exchange, gift, or otherwise, for campus expansion and other University purposes, all or any part of the land as described to be conveyed. SECTION 2. Emergency clause.
