BWH C.S.H.B. 2670 75(R) BILL ANALYSIS COUNTY AFFAIRS C.S.H.B. 2670 By: Bonnen 4-16-97 Committee Report (Substituted) BACKGROUND Presently, there is no authority for a county to purchase a blanket insurance policy for county officers and employees. PURPOSE House Bill 2670 will give counties the option to purchase a single blanket insurance policy rather than individual policies for its officers and employees. Buying a blanket policy will save counties money. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subchapter C, Chapter 157, Local Government Code, by adding Section 157.043 that allows the commissioners court of a county to purchase blanket coverage insurance for employees or officials of the county against liability arising from errors and omissions of the employees or officials and for losses resulting from crime dishonesty or theft. This section is cumulative of the authority granted by constitution, common law, and other statutory provisions. SECTION 2. Emergency clause. COMPARISON OF ORIGINAL TO SUBSTITUTE The original of H.B. 2670 was not a Legislative Council draft, therefore the substitute is H.B. 2670 in Legislative Council form and there is no substantive change.
