SRC-SLL H.B. 2747 75(R) BILL ANALYSIS Senate Research Center H.B. 2747 By: Hinojosa (Lucio) Finance 5-13-97 Engrossed DIGEST Currently, institutions of higher education may offer students an option to pay tuition by installments; however, junior colleges are not included in offering this option. For example, a student attending the University of Texas-Pan American could pay tuition in installments; but, a student attending South Texas Community College would not have this option. This bill will allow students at public junior colleges to pay tuition and fees in installments. PURPOSE As proposed, H.B. 2747 allows students at public junior colleges to pay tuition and fees in installments. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Sections 54.007(a) and (c), Education Code, to require the governing board of each institution of higher education, rather than each institution of higher education other than a junior college, to provide for the payment of tuition and fees during the fall and spring semesters through certain alternatives. Makes a conforming change. SECTION 2. Provides that this Act takes effect beginning with tuition and fees imposed for the fall semester of 1997. SECTION 3. Emergency clause. Effective date: upon passage.
