MMA C.S.H.B. 2747 75(R)BILL ANALYSIS HIGHER EDUCATION C.S.H.B. 2747 By: Hinojosa 4-19-97 Committee Report (Substituted) BACKGROUND Currently, institutions of higher education may offer students an option to pay tuition by installments, however, junior colleges are not included in offering this option. For example, a student attending University of Texas-Pan American could pay his/her tuition in installments, however, a student attending South Texas Community College would not have this option. PURPOSE C.S.H.B. 2747 would authorize junior colleges to accept payment of tuition and fees by installments. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 54.007 (a) and (c), Education Code, by deleting language which prohibits junior colleges from offering the option of paying tuition and fees in lump sum, or paying in installments. Makes conforming changes in Subsection (c). SECTION 2. Effective beginning with tuition and fees imposed for the fall semester, 1997. SECTION 3. Emergency clause. COMPARISON OF ORIGINAL TO SUBSTITUTE C.S.H.B. 2747 makes non-substantive language changes as recommended by the Legislative Council and adds an effective date clause.
