JH C.S.H.B. 2765 75(R) BILL ANALYSIS URBAN AFFAIRS C.S.H.B. 2765 By: Bosse 4-18-97 Committee Report (Substituted) BACKGROUND Chapter 142, Local Government Code, provides general provisions on benefits and working conditions of municipal employees. PURPOSE This bill would authorize changes in terminology of hours worked. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 142.0017(b) and (d), regarding maximum hours, by changing the language from an average 46.7 hours in a week "during a calendar year" to during a "72-day work cycle designated by the department head." SECTION 2. Effective date September 1, 1997. SECTION 3. Emergency clause. COMPARISON OF ORIGINAL TO SUBSTITUTE The substitute: 1) adds provision that 72-day work cycle is designated by the department head. 2) deletes provisions in original regarding probationary periods, university credit hours, and EMS certification in fire departments.
