SRC-SLL H.B. 2877 75(R) BILL ANALYSIS Senate Research Center H.B. 2877 By: Greenberg (Barrientos) State Affairs 5-12-97 Engrossed DIGEST The City of Austin will be opening the Austin Bergstrom International Airport and closing Robert Mueller Municipal Airport; therefore it will be necessary for the State Aircraft Pooling Board to relocate. This bill provides regulations for the issuance of bonds for projects by the Texas Public Finance Authority. PURPOSE As proposed, H.B. 2877 provides regulations for the issuance of bonds for projects by the Texas Public Finance Authority. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 24A, Article 601d, V.T.C.S., to provide that certain projects are approved, including facilities associated with relocation of the State Aircraft Pooling Board (not to exceed an estimated amount of $7,000,000); and the acquisition and development of acreage at Robert Mueller Municipal Airport for a state complex (not to exceed an estimated amount of $41,000,000). Requires the State Purchasing and General Services Commission to perform an alternative purchase analysis pursuant to Chapter 2166, Government Code, rather than Article 601b, V.T.C.S. Makes conforming changes. SECTION 2. Emergency clause. Effective date: upon passage.
