BWM C.S.H.B. 2877 75(R)BILL ANALYSIS FINANCIAL INSTITUTIONS C.S.H.B. 2877 By: Greenberg 4-15-97 Committee Report (Substituted) BACKGROUND The City of Austin will be opening the Austin Bergstrom International Airport and closing the Mueller Airport, therefore it will be necessary for the State Aircraft Pooling Board to relocate. PURPOSE House Bill 2877 adds the relocation of the State Aircraft Pooling Board to the list of specific projects authorized by the Legislature. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1. Section 24A of the Texas Public Finance Authority Act is amended by adding two projects to the list of Specific Projects authorized by the legislature and adjusting the corresponding estimated costs. Two projects are added to allow facilities associated with relocation of the State Aircraft Pooling Board and the acquisition and development of acreage at Robert Mueller Municipal Airport for a state complex. The estimated cost of the State Board of Insurance Building in Travis County is adjusted and the estimated costs of each new project are added. Other changes are to reflect the new name of the General Services Commission and the appropriate renumbering of the other projects. SECTION 2. Emergency Clause. COMPARISON OF ORIGINAL TO SUBSTITUTE The Committee Substitute to HB 2877 adds the acquisition and development of acreage at Robert Mueller Municipal Airport to the list of Specified Projects authorized by the Legislature. The Substitute also specifies an adjusted estimated cost of the State Board of Insurance Building in Travis County as well as specifies estimated costs of the facilities associated with relocation of the State Aircraft Pooling Board and the acquisition and development of acreage at Robert Mueller Municipal Airport for a state complex. Lastly, the other projects are appropriately renumbered.
