Committee Report (Unamended)

BACKGROUND
The Urban Academic Village Program will attract 4,000 to 5,000 additional
students to the campus residential environment at Texas Southern
University which creates a demand for structured social and recreational
activities to accommodate these students. The University's establishment
of on-campus residency requirement for freshmen and sophomore students,
beginning Fall 1998, will provide the impetus for the return to campus
living. A recreational facility and its programs will create an academic
and cultural "oasis" in the heart of Houston's inner city: a place where
students live, study, work and play in a highly charged educational
environment.

PURPOSE
H.B. 2933 would allow the board of regents of Texas Southern University to
charge a fee for the construction, operation, maintenance, equipment and
improvements of a recreational facility as part of the Urban Academic
Village Program.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any
additional rulemaking authority to a state officer, department, agency or
institution.
