DIGEST 

In 1947, the special road law for Panola County was created by the 50th
Legislature's passage of S.B. 367.  While Panola County operates under the
special road law, it still must conform to the provisions as established
in the Transportation Code.  This bill repeals the 1947 special road law
for Panola County. 

PURPOSE

As proposed, H.B. 2964 repeals the 1947 special road law for Panola County.

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Repealer:  Chapter 117, Acts of the 50th Legislature, Regular
Session, 1947 (Panola County-Road System). 

SECTION 2. Amends Section 252.101(a), Transportation Code, to delete
Panola and Van Zandt counties from the list of counties to which this
subchapter does not apply. 

SECTION 3. Amends Section 252.201(a), Transportation Code, to make a
conforming change. 

SECTION 4. Effective date: September 1, 1997.

SECTION 5. Emergency clause.
