Committee Report (Unamended)

BACKGROUND

On January 3, 1990 Jefferson County, Texas transferred 689.69 acres of
land to the Texas Department of Criminal Justice (TDCJ) that now serves as
the site for several correctional facilities. The Mark W. Stiles Unit,
Gist State Jail and Le Blanc Substance Abuse Unit were eventually built on
this property. Jefferson County, Texas wishes to regain title to 72.96
acres of this land which would be an ideal site for a local juvenile
justice facility. Additionally, TDCJ has determined that this 72.96 acres
of land is not essential to the agency's operations. However, TDCJ does
not have the authority to exchange its land for other land or give its
land away.

PURPOSE

HB 3016 allows TDCJ to transfer land and demonstrate a continued
willingness to aide local government whenever possible. In exchange,
Jefferson County will deed an equivalent amount of land to the TDCJ.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any
additional rulemaking authority to a state officer, department, agency or
institution.
