SRC-TNM H.B. 3025 75(R)BILL ANALYSIS Senate Research CenterH.B. 3025 By: Brimer (Moncrief) Intergovernmental Relations 5-8-97 Committee Report (Amended) DIGEST The 74th legislature enacted H.B. 2083, which relates to the issuance of special license plates and parking placards for vehicles owned by or transporting disabled persons. One provision in H.B. 2083 prohibits a governmental entity from charging an individual displaying a disabled permit for parking in a parking garage or parking lot. As a result, the Dallas/Fort Worth (DFW) airport was prohibited from assessing parking fees on disabled individuals. DFW airport officials estimate that the airport loses approximately $1,696,000 in parking fee revenue due to this legislation. H.B. 3026 would permit the reimposition of fees on certain disabled individuals who park at DFW International Airport. PURPOSE As proposed, H.B. 3025 outlines provisions regarding parking fees imposed by a governmental authority. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 681.006, Transportation Code, by adding Subsection (e), to provide that nothing in this code shall be interpreted as exempting any owner or operator of a vehicle from payment of fees or penalties imposed by a governmental unit for parking at a meter, in a parking garage or lot, or in a space located within the boundaries of a municipal airport.
