JLM H.B. 3049 75(R) BILL ANALYSIS PUBLIC EDUCATION H.B. 3049 By: Berlanga 5-1-97 Committee Report (Unamended) BACKGROUND The Texas A&M University - Corpus Christi Early Childhood Development Center was approved for a construction appropriation in the 1994-95 biennial budget by the Texas Legislature. All activities and programs in the Early Childhood Development Center are directly connected to the academic programs at the university. PURPOSE As proposed, H.B. 3049 enables Texas A&M University - Corpus Christi to operate a prekindergarten on a full-day basis. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subchapter E, Chapter 87, Education Code by adding Section 87.405 as follows: Section 87.405 (a) Texas A&M University- Corpus Christi in conjunction with a local school district located in the same region may operate a prekindergarten program considered in the same manner as any other prekindergarten program of the school district. (b) Sets child eligibility requirements equal to the age requirements in Section 29.153, Education Code. (c) Texas A&M University - Corpus Christi may operate the prekindergarten on a full-day basis.
