DIGEST 

Currently, elderly citizens who reside on real property owned by the
United States Corps of Engineers are required to register their golf carts
because these carts are not driven to and from a golf course.  However,
these persons may use the golf carts to travel to and from area marinas,
elderly centers, and their homes.  This bill sets forth a $10 registration
fee for golf carts for persons living on property owned by the United
States Corps of Engineers. 

PURPOSE

As proposed, H.B. 3063 sets forth a $10 registration fee for golf carts
for persons living on property owned by the United States Corps of
Engineers. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 502.284, Transportation Code, to provide that if
an owner of a golf cart resides on real property that is owned or under
the control of the United States Corps of Engineers and is required by
that agency to register the owner's golf cart under this chapter, the fee
for registering the golf cart is $10.  Provides that this subsection
applies only to an owner of a golf cart who resides in a county that
borders another state and has a population of more than 95,000 but less
than 100,000.  Provides that Subsection (b) does not authorize the
operation of a golf cart on a public road where otherwise prohibited by
law. 

SECTION 2. Emergency clause.
  Effective date: upon passage.
