SRC-SLL H.B. 3105 75(R) BILL ANALYSIS Senate Research Center H.B. 3105 By: Craddick (Bivins) Jurisprudence 5-9-97 Engrossed DIGEST The 74th Legislature created the 385th Judicial District, but did not ensure that the judge of the 385th district would receive the same supplemental compensation as the other three district judges in Midland County. This bill provides regulations regarding the supplemental salaries of judges of the district courts having jurisdiction in Midland County. PURPOSE As proposed, H.B. 3105 provides regulations regarding the supplemental salaries of judges of the district courts having jurisdiction in Midland County. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Sections 32.165(a) and (c), Government Code, to require, rather than authorize, the Commissioners Court of Midland County to pay the judges of the district courts having jurisdiction in the county an annual supplemental salary in an amount that complies with Section 659.012(c), rather than of not more than $3,600, for services rendered and for performing administrative duties. Requires the supplemental salary to be paid in monthly installments from the general fund or other available fund of the county. Deletes existing text regarding the Commissioners Court of Midland County and the 238th and 318th judicial districts. SECTION 2. Effective date: October 1, 1997. SECTION 3. Emergency clause.
