DIGEST

Currently, Texas law prohibits deduction from the compensation
paid to an officer or employee
whose compensation is paid in full or in part from state funds
unless the deduction is authorized by
law. Several statutory provisions authorize certain payroll
deductions, except for parking expenses.
This bill authorizes institutions of higher education to provide
for voluntary deduction from an
employee's salary or wage payment for the payment of parking fees
or for the purchase of a parking
permit.

PURPOSE

As proposed, H.B. 3112 authorizes institutions of higher
education to provide for voluntary
deduction from an employee's salary or wage payment for the
payment of parking fees or for the
purchase of a parking permit.

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a
state officer, institution, or agency.
