DIGEST 

Currently, the open records law affects types of information available to
the public.  Texas law exempts a draft or working paper involved in the
preparation of proposed legislation from the open records law.  This bill
excludes internal bill analyses or working papers prepared or collected by
the governor's office for the purpose of evaluating proposed legislation
from open records law. 

PURPOSE

As proposed, H.B. 3157 excludes internal bill analyses or working papers
prepared or collected by the governor's office for the purpose of
evaluating proposed legislation from open records law. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 552.106, Government Code, to provide that an
internal bill analysis or working paper prepared by the governor's office
for the purpose of evaluating proposed legislation is excepted from the
requirements of Section 552.021. 

SECTION 2. Emergency clause.
  Effective date: upon passage.
