SLC H.B. 3212 75(R)BILL ANALYSIS LAND & RESOURCE MANAGEMENT H.B. 3212 By: Raymond 4-14-97 Committee Report (Unamended) BACKGROUND The County of Duval, in 1993, granted 308.33 acres of land to the State of Texas Department of Criminal Justice for construction of the Ernestine Glossbrenner Substance Abuse Felony Punishment (SAF-P) facility. Not all of the land has been utilized. Duval County now requests 25.00 acres of that unutilized land be transferred back to the county for construction of a juvenile substance abuse facility. PURPOSE HB 3212 transfers 25.00 acres of unutilized land from the Texas Department of Criminal Justice to the County of Duval. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1. Authorizes the transfer of 25.00 acres of land from the Texas Department of Criminal Justice to the County of Duval and specifies, by professional land survey, the precise dimensions of the tract. The section also requires Duval County to use the property for a public purpose or ownership of the property automatically reverts to the Texas Department of Criminal Justice. The section also requires the transfer to occur by October 31, 1997. SECTION 2. Emergency clause.
