SRC-CDH H.B. 3233 75(R) BILL ANALYSIS Senate Research Center H.B. 3233 By: Allen (West) Health & Human Services 5-12-97 Engrossed DIGEST Until the last legislative session, the Texas Code Enforcement Association (association) has been able to proctor its code enforcement and continuing education exams. Different interpretations have been made as to the authority of the association to conduct this testing and as a result, the association has been unable to continue testing. H.B. 3233 allows the association to be one of the Texas Department of Health's designees able to conduct the examination. PURPOSE As proposed, H.B. 3233 provides for the regulation and training of code enforcement officers. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 6(a), Article 4447bb, V.T.C.S., to require an applicant to pass the examination conducted by the Texas Department of Health (department) or the department's designee to receive a certificate of registration under this Act. SECTION 2. Emergency clause. Effective date: upon passage.
