ACG H.B. 3233 75(R)BILL ANALYSIS ENVIRONMENTAL REGULATION H.B. 3233 By: Allen 4-22-97 Committee Report (Unamended) BACKGROUND Until the last legislative session, the Texas Code Enforcement Association has been able to proctor its code enforcement and continuing education exams. Different interpretations have been made as to the authority of the association to conduct this testing and as a result they have been unable to continue testing through the organization. PURPOSE This bill will allow the Code Enforcement Association to be one of the designees able to conduct the examination. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 6(a), Chapter 796, Acts of the 72nd Legislature, Regular Session, 1991 (Article 4447bb, Vernon's Texas Civil Statutes) is amended to allow the department's designee to conduct exams.
