For 20  years, Alfredo Gutierrez, Jr., M.D. served Del Rio as the first
Hispanic mayor in city history. Through his leadership, Del Rio witnessed
many positive changes, such as the development of San Felipe Creek.  His
dedication and service exemplify the characteristics of a man concerned
with the well-being of his community and neighbors.  

Sergio Gonzalez Jr. served his community for 20 years as a county judge.
Justice Gonzalez began working as an interpreter in federal court.  He was
appointed justice of the peace in 1963 and held this post for eight years
before becoming a county judge.  Among Judge Gonzalez' other judicial
accomplishments, he was a vital and valued leader in his community working
with numerous organizations such as the League of United Latin American
Citizens, the United Civic Organization, and the Liga de Proteccion
Mexicana.    

This bill designates Spur 239 in Val Verde County as the Sergio Gonzalez,
Jr. and Alfredo Gutierrez, Jr., M.D. Loop.  

PURPOSE

As proposed, H.B. 3246 sets forth provisions regarding the designation of
Spur 239 in Val Verde County. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Provides that Spur 239 in Val Verde County is designated as the
Sergio Gonzalez, Jr., and Alfredo Gutierrez, Jr., M.D. Loop. 

SECTION 2. Requires the Texas Department of Transportation to design and
contract markers to be placed along Loop 239 in Val Verde County
indicating its designation as the Sergio Gonzalez, Jr., and Alfredo
Gutierrez, Jr., M.D. Loop.  Sets forth provisions regarding these markers.

SECTION 3. Emergency clause.
  Effective date:  upon passage.
