BACKGROUND 

For twenty years, Alfredo Gutierrez, Jr., M.D. served Del Rio as the first
Hispanic mayor  in city history.  Through his leadership, Del Rio
witnessed many positive changes in their city, such as the development of
San Felipe Creek.  His dedication and service exemplify the
characteristics of a man concerned with the well-being of his community
and neighbors.  

PURPOSE

The goal of House Bill 3246 is to designate Spur 239 in Val Verde County
as the Alfredo Gutierrez, Jr., M.D. Loop. 

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any
additional rulemaking authority to a state officer, department, agency or
institution. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Designates Spur 239 in Val Verde County as the Alfredo
Gutierrez, Jr., M.D. Loop. 

SECTION 2.  Markers will be placed by the Department of Transportation
indicating the name change.  Markers will contain highway number and all
other pertinent information.  In addition, the department will place
markers along the highway and be responsible for their maintenance.  The
department may accept grant money and donations for the maintenance of the
markers. 

SECTION 3.  Emergency Clause. Effective upon passage.
