JWW C.S.H.B. 3256 75(R)BILL ANALYSIS PUBLIC SAFETY C.S.H.B. 3256 By: Oakley 4-7-97 Committee Report (Substituted) BACKGROUND During the 73rd session of the Texas Legislature, Representative Bill Blackwood passed a bill relocating and consolidating the Law Enforcement Management Institute of Texas to Sam Houston State University. The institute, later named after Representative Bill Blackwood, provides management training for police officers who would otherwise need to attend the FBI Academy at Quantico, Virginia for such training. To better facilitate the training, the school must be consolidated into one campus with facilities to provide the essential management training for police officers. PURPOSE As proposed, C.S.H.B. 3256 will require the training of police management personnel by the joint training program between Sam Houston State University, Texas A&M University, and Texas Women's University be administered on the campus of Sam Houston State University in Huntsville, Texas. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1 Amends Section 96.64(a), Education Code to require that all training of police management personnel by the joint training program between Sam Houston State University, Texas A&M University and Texas Women's University is to be administered on the campus of Sam Houston State University in Huntsville, Texas. SECTION 2 Effective Date: September 1, 1997. SECTION 3 Emergency Clause. COMPARISON OF ORIGINAL TO SUBSTITUTE SECTION 1 Substitute amends Subsection (a) rather than Subsections (b) and (c). The original bill eliminated the joint training program. The substitute keeps the joint training program intact, but administered solely from Sam Houston State University. SECTION 2 Removes subsection (b). No advisory board positions are abolished.
