DIGEST 

Currently, the view of the Texas State Capital is expressly protected
through site corridors by Article 6145-13, V.T.C.S.  If the redevelopments
on East 11th Street were exempted from certain provisions of Article
6145-13, V.T.C.S.,  then the redevelopment and construction of
improvements on East 11th Street would be allowed to progress in
accordance with the East 11th and 12th Streets Redevelopment Program.
This bill would exempt the redevelopment of East 11th Street from certain
provisions of Article 6145-13, V.T.C.S.   

PURPOSE

As proposed, H.B. 3337 exempts the redevelopment of East 11th Street from
certain provisions of Article 6145-13, V.T.C.S., relating to protected
views of the Texas State Capitol.  

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Article 6145-13, V.T.C.S., by adding Section 8, as
follows: 

Sec. 8.  APPLICATION TO EAST 11TH AND 12TH STREETS REDEVELOPMENT PROGRAM.
Provides that this Act does not apply to the construction, redevelopment,
and improvement of 11th Street pursuant to the East 11th and 12th Streets
Redevelopment Program.  Prohibits the height of any improvements from
exceeding 600 feet above sea level.  
SECTION 2. Emergency clause.
  Effective date: upon passage.
