SLC H.B. 3337 75(R)BILL ANALYSIS LAND & RESOURCE MANAGEMENT H.B. 3337 By: Dukes 4-28-97 Committee Report (Unamended) BACKGROUND The view of the Texas State Capitol is expressly protected through site corridors by Article 6145-13, Vernon's Texas Civil Statues. H.B. 3337 relates to the planned construction, redevelopment and improvements on East 11th Street in accordance with the East 11th and 12th Streets Redevelopment Program and provides relief from the application of the East 11th Street corridor and other pertinent corridors. PURPOSE HB 3337 exempts the redevelopment on East 11th Street from certain provisions of Article 614513, Vernon's Texas Civil Statutes. This exemption allows for the redevelopment and construction of improvements on East 11th Street in accordance with the East 11th and 12th Streets Redevelopment Program. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 50, Acts of the 68th Legislature, Regular Session, 1983 (Article 6145-13, Vernon's Texas Civil Statutes), by adding section 8 as follows: Sec. 8. APPLICATION TO THE EAST 11th and 12th STREETS REDEVELOPMENT PROGRAM. Specifically exempts the construction, redevelopment and improvements of East 11th Street in accordance with the East 11th and 12th Streets Redevelopment Program from the Capitol view corridor guidelines. However, it also states that the height of any improvements may not exceed 600 feet above sea level. SECTION 2. Emergency Clause. Effective Date.
