DIGEST 

Military forces in Texas have vastly different criteria for land use as
compared with commercial uses.  This bill sets forth provisions regarding
the disposition of certain state property designated for military use.
                                                                           
PURPOSE

As proposed, H.B. 3465 sets forth provisions regarding the disposition of
certain state property designated for military use. 
                                      
RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 431.030, Government Code, by adding Subsection
(e), to require the adjutant general to identify any real property
designated for military use by this state that is not being used or is
being substantially underused and submit a report identifying the real
property to the General Land Office for certain purposes.  Requires the
adjutant general to identify property as required by this subsection
according to military criteria for use of real property.   

SECTION 2. Amends Section 31.156, Natural Resources Code, by amending
Subsections (b) and (c) and adding Subsection (d), to set forth provisions
for property used by this state for military purposes.   

SECTION 3. Effective date: September 1, 1997.

SECTION 4. Emergency clause.
