Coleman became Chief of Obstetrics and Gynecology and later Chief of Staff at Riverside General Hospital. During his professional career, he was affiliated with Park Plaza, St. Joseph, and St. Elizabeth Hospitals. He served as a member of the Board of Regents of Huston-Tillotson College, Texas Southern University, and the Texas A&M System. As General Chairman of the Houston Board of the United Negro College Fund, he led the drive to raise millions of dollars for member colleges in the state. Coleman formed and served as President and Chairman of KCOH radio station, the first African-American major media outlet. Committed to revitalization of his childhood community, Coleman demonstrated an unmatched willingness to lend his personal resources to countless civic efforts. H.B. 3478 memorializes Dr. John B. Coleman for his contributions to the City of Houston by designating State Highway 35 in Harris County as the John B. Coleman Memorial Highway. PURPOSE As proposed, H.B. 3478 provides for the designation of a portion of State Highway 35 as the John B. Coleman Memorial Highway. RULEMAKING AUTHORITY This bill does not grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 225B, Transportation Code, by adding Section 225.035, as follows: Sec. 225.035. JOHN B. COLEMAN MEMORIAL HIGHWAY. Provides that State Highway 35 in Harris County is designated as the John B. Coleman Memorial Highway. Requires the Texas Department of Transportation (department) to design and construct memorial markers indicating the highway number, the designation as the John B. Coleman Highway, and any other appropriate information. Requires the department to erect a marker at each end of the highway and at appropriate intermediate sites along the highway. SECTION 2. Emergency clause. Effective date: upon passage.
