TWT H.B. 3478 75(R)BILL ANALYSIS TRANSPORTATION H.B. 3478 By: Gallego 4-5-97 Committee Report (Unamended) BACKGROUND Dr. John Brady Coleman, born and raised in Houston's Third Ward, graduated from Howard University School of Medicine in Washington. Coleman became Chief of Obstetrics and Gynecology and later Chief of Staff at Riverside General Hospital. During his professional career, he was affiliated with Park Plaza, St. Joseph, and St. Elizabeth Hospitals. He served as a member of the Board of Regents of Huston-Tillotson College, Texas Southern University and the Texas A&M University System. As General Chairman of the Houston Board of the United Negro College Fund, he led the drive to raise millions of dollars for member colleges in the state. Coleman formed and served as President and Chairman of KCOH radio station, the first group of African-Americans to own a major media outlet. Committed to revitalization of his childhood community, Coleman demonstrated an unmatched willingness to lend his personal resources to countless civic efforts. PURPOSE H.B. 3478 memorializes Dr. John B. Coleman for his contributions to the City of Houston by designating State Highway 35 in Harris County as the John B. Coleman Memorial Highway. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subchapter B, Chapter 225, Transportation Code, by adding Section 225.034 as follows: Sec. 225.034. JOHN B. COLEMAN MEMORIAL HIGHWAY. (a) Designates State Highway 35 in Harris County as the John B. Coleman Memorial Highway. (b) Requires the TXDOT to design and construct memorial markers indicating the highway number and identify the roadway as the John B. Coleman Memorial Highway. (c) Requires the TXDOT to erect markers along and at both ends of the highway and at other appropriate sites. SECTION 2. Emergency Clause. Effective upon passage.
