BACKGROUND 

When the White River Municipal Water District was created by the 55th
Legislature, the District was not authorized  to acquire underground
sources of water.  Due to severe drought in Texas and specifically the
White River Municipal Water District area, it is necessary to find
underground sources of water. 

PURPOSE

To allow the White River Municipal Water District to dig wells and acquire
underground water sources. 

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any
additional rulemaking authority to a state officer, department, agency or
institution. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 9, Chapter 221, Acts of the 55th Legislature,
Regular Session, 1957 by allowing White River Municipal Water District to
develop or otherwise acquire underground sources of water. 

SECTION 2.  Emergency clause.
