JBM H.B. 3548 75(R)BILL ANALYSIS NATURAL RESOURCES H.B. 3548 By: Walker 4-9-97 Committee Report (Unamended) BACKGROUND The Legislature created the Sandy Land Underground Water Conservation District in 1989. The current five-member board of directors is elected at-large by the voters in Yoakum County. PURPOSE To provide that the five directors of the Sandy Land Underground Water Conservation District will be elected according to the precinct method. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1. This Section amends Section 7, Chapter 673, Acts of the 71st Legislature, Regular Session, by modifying the statute to provide that four of the district's five board members, who are currently elected at-large from the county, are elected on a single-member district basis, and that the fifth member is elected on an at-large basis. District lines for the four single-member district board members shall be the same as Yoakum County's lines for its four county commissioners. This Section also sets the guidelines for filing and allows for the set up of terms. SECTION 2. This section is current code and sets the parameters for the election of Directors to the board.
