DIGEST 

Currently, the laws on juvenile boards were placed in Chapter 152, Human
Resources Code.  Concho County was not included in these provisions and
therefore must operate under different rules than the other six counties
covered by the area's district courts.  This bill brings the laws
governing the juvenile board of Concho County into compliance with the
laws of the other six counties which have juvenile boards. 

PURPOSE

As proposed, H.B. 3550 creates the juvenile board of Concho County.

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Chapter 152D, Human Resources Code, by adding Section
152.0541, as follows: 

Sec.  152.0541.  CONCHO COUNTY.  Provides that the juvenile board of
Concho County (board) is composed of the county judge and the district
judges in Concho County.  Provides that the juvenile court judge is the
chairman of the board and its chief administrative officer. Authorizes the
commissioners court to pay the board chairman and other members of the
board additional annual compensation in certain amounts.  Requires the
compensation to be paid in equal monthly installations from the general
revenue fund or any other available fund. Provides that Sections
152.002-152.008 do not apply to the juvenile board of Concho County. 

SECTION 2. Emergency clause.
  Effective date:  upon passage.
