CJ H.B. 3550 75(R)BILL ANALYSIS JUVENILE JUSTICE & FAMILY ISSUES H.B. 3550 BY: JUNELL 4-17-97 Committee Report (Unamended) BACKGROUND During the 71st Legislature, the laws on juvenile boards were placed in Chapter 152, Human Resources Code. These laws included specific provisions applicable some counties. Concho county was not included and must therefore operate under different rules than the other six counties covered by that area's District Courts. This has created several problems throughout the years. PURPOSE H.B. 3550 will align the laws governing the juvenile board of Concho county with those of its surrounding counties, Tom Green, Runnels, Coke, Sterling, Irion and Schleicher. RULE MAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency or institution. SECTION BY SECTION ANALYSIS SECTION 1: Amends Subchapter D, Chapter 152, Human Resources Code by adding Section 152.0541 which provides: (a) The juvenile board of Concho County is composed of the county judge and the district judges in Concho County. (b) The juvenile court judge is the chairman of the board and its chief administrative officer. (c) The commissioners court may pay additional annual compensation of not more than $600 to the board chairman, and not more than $300 to the other board members. The compensation shall be paid monthly. (d) Sections 152.0002, 152.0004, 152.0006, 152.0007, and 152.0008, do not apply to the juvenile board of Concho County. SECTION 2: Emergency clause.
