DIGEST 

The Gonzales County Hospital District (district) was created by the 64th
Legislature.  Since its creation, the responsibilities of the district
have grown to respond to community needs.  As a result, the name Gonzales
Healthcare Systems more accurately reflects the current activities of the
district. In addition, the enabling legislation of the district requires
that any person desiring to have their name on the ballot must file a
petition at least 30 days prior to the date of the election.  This is not
enough time to allow for the printing of ballots, and is less than the 45
days allowed in the Election Code.  This bill will provide regulations for
the Gonzales County Hospital District. 

PURPOSE

As proposed, H.B. 3566 changes the name of the Gonzales County Hospital
District and provides requirements for conducting elections in the
district. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Provides that the name of the Gonzales County Hospital District
is changed to Gonzales Healthcare Systems.  

SECTION 2. Amends Section 1, Chapter 191, Acts of the 64th Legislature,
Regular Session, 1975, to make a conforming change. 

SECTION 3. Amends Section 4(c), Chapter 191, Acts of the 64th Legislature,
Regular Session, 1975, to require notice of each election to be published
in a newspaper or newspapers which individually or collectively provide
general circulation in the district one time at least 45 days, rather than
30 days, prior to the date of the election.  Makes a conforming change. 

SECTION 4. Emergency clause.
  Effective date: upon passage.
