DIGEST 

Currently, length limitations for vehicles (Sec. 621.203, Transportation
Code) and vehicle combinations (Sec. 621.205, Transportation Code) are set
at a maximum of 65 feet.  Businesses involved in custom harvesting are
finding it difficult to stay within this length limitation because the
size of combine machines has increased.

H.B. 3570 amends Section 622.902, Transportation Code, regarding length
exceptions by providing that a vehicle or a combination of vehicles used
to transport a combine that is used in farm custom harvesting may have an
overall length of not more than 75 feet. 

PURPOSE

As proposed, H.B. 3570 authorizes a vehicle or a combination of vehicles
used to transport a combine that is used in farm custom harvesting to have
an overall length of not more than 75 feet.
RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 622.902, Transportation Code, to provide that
the length limitations provided by Sections 621.203 to 621.205 do not
apply to a vehicle or combination of vehicles used to transport a combine
that is used in farm custom harvesting operations on a farm if the overall
length of the vehicle or combination is not longer than 75 feet. 

SECTION 2. Emergency clause.
  Effective date: upon passage.
