DIGEST 

Currently, the Jefferson County Water Control and Improvement District No.
10 (district) exists because of an Act created by the legislature in 1955.
This district was created to serve approximately 300 families on 333
acres.  Upon completion of a current project, the district will be serving
approximately 1,262 acres.  This bill amends the district's creation
language to comply with the general provisions of the Water Code. 

PURPOSE

As proposed, H.B. 3574 amends the Jefferson County Water Control and
Improvement District's creation language to comply with the general
provisions of the Water Code. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 4, Article 8280-166, V.T.C.S., to require two
directors of the board of directors of the Jefferson County Water Control
and Improvement District No. 10 (district), to be elected in even-numbered
years on the first Saturday in May, rather than April, and two or three
directors, as appropriate, to be elected for staggered four-year, rather
than two-year terms.  Makes a conforming and nonsubstantive change. 

SECTION 2. Requires the board of directors serving on September 1, 1997 to
govern the district, until the board elected on May 2, 1998, takes office.
Requires five directors to be elected to the board of directors of the
district on May 2, 1998. 

SECTION 3. Effective date: September 1, 1997.

SECTION 4. Emergency clause.
