DIGEST 

The City of Austin will be opening the Austin Bergstrom International
Airport and closing Robert Mueller Municipal Airport.  As a result, it
will be necessary for the State Aircraft Pooling Board to relocate to the
new airport.  This bill will authorize the General Services Commission to
convey certain state-owned property to the City of Austin. 

PURPOSE

As proposed, H.B. 3585 authorizes the General Services Commission to
convey certain state-owned property to the City of Austin. 

RULEMAKING AUTHORITY

This bill does not grant any additional rulemaking authority to a state
officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1. (a) Authorizes the General Services Commission (commission) to
convey, on behalf of the state, the state's interest in the real property
described by Subsection (e) of this section to the City of Austin. 

(b) Sets forth regulations for the purchase and sale agreement relating to
the conveyance authorized by this section. 

(c) Authorizes the commission to transfer the real property only by a
special warranty deed. 

(d) Provides that Section 31.158, Natural Resources Code, does not apply
to the conveyance authorized by this section. 

(e) Sets forth the description of the real property.

SECTION 2. Requires the proceeds from the conveyance to be deposited in
the state treasury and may be used only by the commission for relocating
operations of the State Aircraft Pooling Board from Robert Mueller
Municipal Airport to the airport located in Travis County, Texas, known on
the effective date of this Act, as the Austin Bergstrom International
Airport. 

SECTION 3. Emergency clause.
  Effective date: upon passage.
