BACKGROUND

The burden upon the juvenile justice system continues to increase,
stretching its current resources beyond capacity.  In order to maintain
and improve probation and juvenile services in Smith County, it is
necessary to provide for a program of local enrichment funded by a variety
of sources. 

PURPOSE

As filed, House Bill 3591 would allow the Smith County Juvenile Board to
accept gifts and grants from any public or private source to use in
maintaining and improving probation services in Smith County. 

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not delegate any new
rulemaking authority to a state officer, department, agency, or
institution. 

SECTION BY SECTION ANALYSIS:

SECTION 1: Amends Section 152.2181, Human Resources Code, by adding
Subsection (e) which allows the board to accept gifts and grants from any
private or public source to use in maintaining and improving the county's
juvenile probation services. 

SECTION 2: Effective date:  September 1, 1997

SECTION 3: Emergency clause.
