SRC-HRD, MAX H.C.R. 137 75(R) BILL ANALYSIS Senate Research Center H.C.R. 137 By: Chavez (Shapleigh) International Relations Trade & Technology 5-16-97 Engrossed DIGEST With the advent of the North American Free Trade Agreement (NAFTA), Texas roadways have borne the brunt of the 5,000 to 7,000 trucks that cross between Mexico and Texas daily, carrying 80 percent of all U.S. trade with Mexico. The Texas Department of Transportation estimates the damage to the Texas highway system from overweight trucks costs $450 million annually. H.C.R. 137 sets forth provisions creating a NAFTA Trade Impact Fund to provide border states and communities with transportation infrastructure funding. PURPOSE As proposed, H.C.R. 137 submits the following resolutions: To urge the United States Congress to create a NAFTA Trade Impact Fund under the Intermodal Surface Transportation Efficiency Act to provide border states and communities with funding for transportation infrastructure for the facilitation of free trade and NAFTAgenerated passenger and commercial traffic. Provides that the Texas secretary of state forward this resolution to certain public officials.
